For example, Russian grammar is studied for 9 years. How many years is English grammar studied at American schools?

From the grammar used by supposed high school graduates, I’d say maybe the equivalent of a year or two. Grammar seems to be a lost art. The ‘all aspects’ as noted in a previous answer seem to take the lion’s share of the class time – grammar is given short shrift.
One of the problems is that the grammar used by the teachers is sadly deficient. If your child/grandchild/nephew/whatever gets a written communication from school, take a close look at it. If it’s more than two paragraphs long, I’ll bet there’s at least one error in it.
It’s a sad state of affairs.
English class is taught in every grade. In high school you must take English all four years. English class will not consist only of grammar. All aspects of the English language are taught.
