--&gt; I guess it could also be b, if it was intended to be in the simple past subjunctive, but this would sound like &#039;he&#039; insisted a while ago and that John&#039;s done the report, almost as if someone is recalling something bad that a teacher did a few days/weeks ago
I hate questions such as this, as it could be either made or make as there&#039;s no indication as to tense.</description>
